  1. Adopt wind energy and/or biomass ordinances that allow, enable, or encourage appropriate renewable energy installations. Including Solar, wind, biomass, solar hot water, micro-hydro

  2. Create community solar gardens for low-income residents

  3. Create ordinances/zoning for use and install of solar energy systems

  4. Create financing and incentive programs for residents, schools, and businesses

  5. Create discounts if energy used off-peak hours
